Can I visit my children even after I have withdrawn the case?

I had filed a case of visitation right of my children after my wife took them away forcefully, under Guardians and Ward Act. My wife brain washed my children and they testified in court that they do not want to see their father. I then withdrew the case. It has been 5 years since. Can I hope to visit them anytime?

Yes. You can still  visit your kids as your case has not been finalised and you withdrew the case.
